Yes. Set max to 10 and display 7.5/10. Star count auto-adjusts to the max.
Other shapes (hearts, circles)?+
Tools may let you pick alternates like hearts (♥) or diamonds (◆). Check the tool's options.
Can I color the stars?+
Unicode itself has no color, but HTML/Markdown can color them. Use your blog editor's color tools.
